a draw would be better than a ban. If more states start banning like FL did, non residents will end up without the opportunity to hunt opening week in a lot states. Which really sucks when it involves federal lands. Just make it draw, establish a # of permits, adjust accordingly after a few seasons. That way non residents still have a chance to hunt federal lands on opening week. I have a problem when that opportunity is completely removed.
