It is easier to artificially cool the planet than it is to warm it up. Most people don't realize that "cooling" = famine, disease, & death vs. warming. For cooling: This would be a chance for "them" to work on any volcano tech that they have developed. Meaning if they have some tech that can cause volcanoes to erupt this would be a chance to do it. They can manipulate weather (Operation Popeye - Vietnam) we know that & HAARP may be much broader weather manipulation. There is conspiracy theories that they can influence/cause earthquakes. Is there volcano tech?

Is there volcano tech? Yes, we do have volcano weapons, sort of. It essentially involves drilling a deep hole next to a live volcano that hasn't popped yet and setting off a nuke to make it pop. Some of the Pacific nuke testing in the 60's showed that its very feasible. The Russians have also done nuke testing that showed the same thing.

The one perking in Colorado Wyoming would be bad You would have to have a crew of core drillers working on the hole for several months before hand. Yellowstone is a super volcano which would take a lot of holes and a lot of nukes. Its kind of big. But a volcano in Indonesia or maybe Kamchatka is not off the table. A strategically located small volcano like one Mediterranean island volcanoes similar to a Pompeii or Santorini (Atlantis) volcano would be doable.
