For cooling: This would be a chance for "them" to work on any volcano tech that they have developed. Meaning if they have some tech that can cause volcanoes to erupt this would be a chance to do it. They can manipulate weather (Operation Popeye - Vietnam) we know that & HAARP may be much broader weather manipulation. There is conspiracy theories that they can influence/cause earthquakes. Yes, we do have volcano weapons, sort of. It essentially involves drilling a deep hole next to a live volcano that hasn't popped yet and setting off a nuke to make it pop. Some of the Pacific nuke testing in the 60's showed that its very feasible. The Russians have also done nuke testing that showed the same thing.
