I think that was the plan early on. I think we figured the people would rise up. Unfortunately they have been conditioned to living under a terrorist regime for so long they are afraid to do anything. It will be the same with North Korea.

It was also the same in the Confederate South. The slaves never rose up and the only time they fought against the Confederacy was after they had been emancipated, fled to the Northern side or were physically freed by Union forces, trained to fight, given a uniform and a rifle. Even then they were all commanded by white officers.

To get a society that has been enslaved to revolt is a difficult task. You not only need to change the situation, but you also need to change people's mindset and that's a harder thing to do.
