Welfare has fostered every bit of this problem. I'm starting to wonder if the government, instead of trying to help blacks with a hand up, really intended to destroy the black race? Personally I hate welfare and what it represents...no father! It needs to end...completely!
LBJ set up the welfare state to secure the black vote.

And to keep blacks under government control and dependency.
