There is truth to this. The bottom line is the reason everyone's power bills are higher is the Government.

The problem is in many cases the Government changes hands. Sometimes that Government changes every 4 years.

Does anyone realize how long it takes to conceptualize a new air pollution control system, integrate it into an existing system. get all the approvals, design the damned thing, get it all fabricated, shipped, built, inspected, tested and put into actual use? What? And then the next administration comes in and basically says, "Naw, you don't have to do any of that stuff." But you know the next 4 years it may be the total opposite and they want you to build solar panels. What the hell do you do?

How much effort do you think it takes to convert a plant from burning coal to burning natural gas? I can tell you because I managed those projects, it takes a lot of reengineering and a lot of time.

Now imagine you had to do all these projects and try to figure out what the ever changing government wants from you every 4 years...

It's not an easy thing. I've lived it for 40 years.
