To be fair, the 280 is a lot more efficient than the 7 mag and does essentially match ballistics in for the 162gr class and lighter bullets. Maybe not 10 grains less, but will get same velocities with an honest 3-7 grains less, depending on powder and bullet weight.
I’ve settled on Barnes LRX 145 for me 280ai, with Peterson brass and a compressed load of 4831sc I’m getting great accuracy and 3050 fps. The 7 prc will shoot 175 grain bullets the same speed. That’s a pretty big difference, IMO.
