They are and they aren't. Students can't attend the local city school system unless student lives in the city limits (city school zone) or pays tuition (sounds sorta like a private school, doesn't it?). Live outside of the city limits (city school zone) but can't pay tuition and you excel in a sport? You can get a "scholarship" to attend said city school (again, sounds like a private school doesn't it?). Or, student can move into the city limits (city school zone) and be immediately eligible to play sports.


Here's an example of what I'm referring to...I have known this student and family for almost 20 years and worked with/for student's dad for most of that time
Student attended a private school and excelled in a sport. Student's parents wanted to pull student out of the private school. The family lived in an area zoned for a public school (the public school student was zoned for wasn't known for success in student's chosen sport). Parents and student did not want to attend the public school for which they were zoned for. They approached the local city school officials (coach of the sport student would be playing and AD at the school). They were told how student could attend said city school without having to sit out a year since student wasn't attending public school they were zoned for. The family had to make a "bonafide" move to within the city limits for student to be immediately eligible. Parents "rented" a furnished house, owned by a local real estate company (owner has a close connection with a high ranking city school official), within the city limits and student was immediately eligible to play. The furnished house was "inspected" for living conditions (ensure that furniture was there and it was being "lived in"). Family never actually lived in the house...family residence was still in area outside of city limits, that was zoned for a public school. Family had to "live in" the city limits (city school zone) for a certain time (think it was a year) and the student would be eligible to play without having to live in the city limit (city school zone). Again, family never actually lived in the city limit (city school zone). The house that the family rented has been lived in by several families with students that excelled in athletics, including a couple that play or have played in the NFL and one currently on a high profile SEC team.
