Nuture over nature plays a huge role but instead of some genetics argument it is more about Socio-economic status. The poorer you are the more likely you are going to be involved in criminal activity. Of course, this is not always true, but since Blacks are disproportionately represented in the lower socio-economic level, it is just common sense that they are also disproportionately represented in crime stats. No need to overthink any of this. Next we can talk about predicting crime rates years in advance. Again, that is common sense.
