If I understood and remember correctly, in order to eliminate income tax on SS Congress would have to basically rewrite the entire Act and they're all scared of what the end product might be. I believe that's the cliff notes version. Sorta like we want the NFA of 1934 abolished but the end product might be worse than the current NFA.
