yeah I don't like it but I guess the governments got 3 choices: make the women work and provide daycare, give em money and housing, or let em go homeless. There's other choices. 1. Stop making babies, they might not be paid for. 2. Move in with family to get on your feet. 3. Be a more suitable marriage prospect and act decent. Some man may step up and provide. I'm sure this list can be added to with ease.
Character is not developed in moments of temptation and trial. That is when it is intended to be used.
