that video didn't look like a good shoot to me. He should have shot a tire or something, not her. Noem says this same cop was drug by a car sometime earlier who tried to run over him. That might help him a little. There were alot of people there harrassing the cops. Thats part of what caused this. If the lady would have followed instructions, she would be alive right now. Theres plenty of blame to pass around on this. Nobody did the right thing. How do you shoot a tire when you are over the hood, almost?
