If I am not mistaken, I thought Congress made it a requirement that the director will use the fbi jet for personal and official travel. If they don’t like it they should change it. I don’t know who made the rule, but that is correct. For personal use, the director has to reimburse the government an equivalent amount of money of a commercial flight. Taking a government private jet will cost a heck of a lot more than a commercial flight 1st class...  Sure, but a commercial 1st class flight doesn’t have the communication equipment the FBIs jet has.
