If birds of prey are killing all your quail, the state gives you zero options. I guess the point is that there are always scenarios that state regulations can and will impact your specific goals for the benefit of the resource as a whole.
True dat but that is Federal regulations NOT State regulations. To some a "quality deer herd" is a minimal deer herd.
