I've never done it, not even on a shotgun, but I believe opening the gas port some could be worth investigating.
I always thought the reason slower loads print higher is because they exist the barrel later in the recoil cycle. The muzzle has risen more by the time the bullet makes it out. That's my guess anyway. That’s the next thing he’s going to do if the cleaning doesn’t work.
