Wasn't intended to be a neck shot. Charlie was wearing a ballistic plate vest and the bullet ricochet off the plate into his neck.

Even with iron sight, an average shooter can make a center mass shot at 125 yards with a little practice.

If you can stand to watch the slow-mo close up, you can see the whole plate carrier absorb the initial impact under his shirt. There appears to be a hole at the top of his shirt where the top of the plate would be. Common tactic to take out someone wearing plates. Plates tend to send shrapnel when hit. When from an elevated position, they can predictably bounce up into the head pretty much intact. It looks like that is what happened here. Same thing happens when you try shoot a charging bear in the head.

If you watch the video in slow motion, his entire shirt jumps up with a vest imprinting and a hole appearing right below the collar.

You can also see the cloth get pulled all the way up to his cheek, like someone was pinching it and pulling up. Over his right breast, you can see the top of a plate imprinting real clear. His initial grimace is getting slammed in the plates. A shot to neck wouldn't make your shirt fly up and make a face like you just got hit in the chest with bat.

I could be wrong, but it seems clear to me if you find a slow enough video. Hard to watch.

I saw a still pic of him just before the shot. You can clearly see his pecs and nips hugged under the shirt. I do not believe he had a vest on.

Ya'll may be missing a crucial point.
The pics released today of the "person of Interest" appear to be in a stairwell, maybe going up to the roof? What you do not see is a rifle being carried in hand or on sling over shoulder. Could mean rifle was already planted there for him on the roof, which further implies either he set it up earlier or there are additional persons of interest that are involved. Since they believe he ran across the roof upon exiting and stashed a rifle in the woods, he left with it??? Seems like more to the story than is being told. As usual... I personally do not believe he will ever be found, gone or dead, either way...
