Roof top access to buildings on college campuses is usually not easy because they are designed that way. Students are notorious for getting on rooftops and goofing around so they usually make rooftop access difficult and something that a maintenance guy would only be able to do easily. There typically is a lock that has to be gotten through somewhere.
