If that's him entering or leaving the building, where is the rife?
Probably him entering and he had it stashed there ahead of time
It seems like if there are cameras there running 24/7 and not just when there is some event going on then there should be footage of him or someone else toting a rifle or large encased item to that area I would think. Even if someone used a drone to drop a package off it seems like that would have been seen on footage somewhere as well.
