Was this an inside job meant to be an attempt on his life (unknown to Charlie) for some unknown agenda? Would make sense that a trained sniper could hit center mass (Plate) and he survives. The bullet didn't cooperate and traveled up the plate and hit neck.
Could be. I have no idea - just have to wait and see.
I hope our current crop of fed leos does a better job than what we've gotten used to. DEI hires have severely impacted effectiveness throughout our society and it seems to have had a disparate impact on that profession. Our local and state guys aren't really good for much other than running over our family and friends in high speed chases and shooting every dog they encounter.
