Modern war functions first to pass money around amongst elites and second to induce hatred of other countries greater than hatred of your overseers. The scheme cannot end because our warriors must be kept out busy and out of the country. If they were idle, and in-country, the elites and overseers would be less secure. I can get on board with this.
