This was discovered by customs enforcement. I wonder if their own large container X-ray machines backfired on a food shipment and this is a way to say "Oops, we screwed up".

Fun science facts:

an X-ray machine cannot create Cesium-137 (Cs-137) because X-ray machines generate photons through electron interactions, while Cs-137 is a radioactive isotope that is a product of nuclear fission, not an outcome of X-ray generation.

So maybe the storage containers were used at the Fukishima Nuc Plant and just got a little to close to some other radioactive stuff? Then got sent to Indonesia and loaded with shrimps bound for US. Seems like a simple answer... Lord have mercy!
