The number of license sales is a driving factor for how much each state receives from the Pittman Robertson money. Lifetime licenses are still counted in this annul funding. It looks complicated, for sure, but that funding has to be spent correctly as explained in the link above. Unless something changes with the federal funding mechanism, there will never be a time when wildlife agencies will try to limit license sales. Why do you think you have to buy a WMA license before you can register for a SOA hunt? License sales.....
