Getting the grants are not a terrible effort for a city, but you will soon see, that the numbers listed in the article will be enlarged as the project goes. There are always "things" the grant writers/awardees never considered. Things, as we all know, can be surrounded in cloudy and mysterious "things" that cost a lot of damn money.
