A lot of EMT's are deputized just for large scale emergencies. Fire Chiefs usually are deputized just for the matter of being able to enforce fire codes. That way they do not have to call an officer to serve citations and do day-to-day stuff.

They can enforce Civil Codes through a Sherrif's Dept but they still have to be a Police Academy graduate to enforce Criminal laws.
