They are in on it. The money must be better than what they have ever seen before. The chose the Haitians, particularly that variety of Haitian because they are some of the worst people on Earth. Easily.
That variety of Haitian are the voodoo freaks who think 30 is an ancient age to live to. They really are evil animals.
In that variety of VooDoo, if they see a happy child who is not theirs, that child could be taken and consumed to get its "happy power". They are that bad. They also believe that by inflicting horrible pain it forces the "happy" out of the "happy being" and into them. For them, its like eating a meal. The action of the murder only fulfills their hunger for a while. So they continue doing their evil.
When they are eating the cats, they torture the cat ritualistically before they kill it and cook it. The cat screams like a tortured cat screams, and the voodoo freaks say that is the cat giving its power to them. That really is what they do. You can get the video footage at the Library of Congress if it has not been hidden from the public yet. That material was recorded in the late 80's and early 90's. I saw the full ethnography on it several years ago.
