Not to be a smart butt, but it does heat hot water. It just make the hot water hotter.

Well... most of the time, the thermostat kicks the element on before the water gets cold. So, unless it's heating the water up for the first time, it's usually keeping the hot water hot. Unless you run it all the way out of course. But if your thermostat is set to 140, and you get a shower, the temperature of the water in the tank drops to 130, and the thermostat kicks on and heats it back to 140. So the water heater is heating up water that is already hot.
No different than your air conditioner. Your air conditioner doesn't just cool hot air. It keeps cool air cool.
