Whatever small arms Our government is allowing Our soldiers to carry, then Our citizens should be able to carry. I am talking about rifles and pistols. Not grenade launchers and claymore mines. We should be able to defend Ourselves from a government that becomes tyrannical in due time like they all eventually do.

Correct. When the 2A was written, citizens could own their own private warship, the biggest, most expensive and most technologically advanced weapon system in the history of the world at that time. Furthermore, you could even get a letter from the government allowing you to engage in legal piracy on their behalf, against our enemies.
