As others have said, there are too many variables to just give a “standard” answer. Mulching many species before spraying can result in poor control as you just can’t get enough material into small resprouts to kill larger root systems.

For this, if you keep the pines, and imazapyr plus Escort mix would work well. Imazapyr at least at 0.5% v/v with Escort at 1-2 oz/A. Will you spray broadcast or spot spray?

If you do the things you need to do when you need to do them then someday you can do the things you want to do when you want to do them.
