Joe was always going to drop out. He was just waiting for the bribe/money to get right and Hunter to get the deal inked up and facilitate the transfer of the funds. You think it is just a coincidence that Hunter was in CA for the weekend and flew home right after Joe announced he was dropping out. Hunter was out there finalizing the deal.
