Folks are mixing up the ability of an AC unit to cool the interior return air as it passes over the coils (Delta T) versus the difference between the outside air temp and the inside air temp. A properly-sized AC unit in a decently insulated house can most definitely keep the home more than 20 degrees cooler than the outside air (properly sized for the location).

Edit: For example, my house is currently 72 degrees and it's 92 degrees outside. And it will keep it at 72 degrees later this summer when it's 102 degrees outside.
