Church owns the charter, approves the adult leadership and considers the troop as a ministry of the church. I want to add on to this. The church approves (1), leadership of the troop approves (2), and the TLUSA area leader also approves (3). Background checked and mandatory training yearly. In addition you have to sign a profession of faith that you believe in the trinity and Jesus is the Son of God.
