I looked this up to see what it is, still don't know. Something about allowing less than 3/5 of the legislators vote on local bills. Supposedly, will make legislators more "efficient".

Anybody want to explain it in easy to understand terms?

I'm voting no, I hate politics.

I do not know what the play is with this but whenever a politician wants to change the rules on how laws are decided then it usually is a bad thing. My guess is that some local democrat strongholds like Selma or Uniontown want a special local thing. But they cannot get approval from the entire state. But if they only need to convince a portion of the state that open prostitution and drugs should be legal only within a certain city's limits then guess how fast that town will grow with the worst dregs of society that you can imagine.

It's been an unwritten rule, I guess it is unwritten, that for local legislation to pass, all it takes is the support of all of the local legislators that are in the affected area. That is how they slipped gambling in White Hall. A local bill about something else and all the local legislators supported it, so it passed the State. The problem was no one from the State Legislation read it and they slipped the gambling in it. After that, now if anyone from that local legislation introduces a Bill, it gets read by someone from the entire body. This was recently an issue on a local tax in Selma. All the legislators wanted it but the people did not so it went through anyways.

The problem is that local legislation that is innocuous and supported by all the local members will take too long to go through by the whole body. That system works fine if all members are honest about what the local bills do and say.

I grew up in Montgomery, my family used to be deeply connected to Alabama politics, I grew up around a lot of politicians, and I know how they think. There are some basic rules all politicians follow and one of them is what certain terms actually mean. Whenever a politician says a change will make things easier and more efficient it means they are going to do something the law will not let them do now.

Read the article ... From the article....The point, proponents say, is to be able to pass local bills faster and easier while ameliorating the lingering legal issues. That is not streamlining government, it is fast-tracking it. Legislative hurdles are there for a reason. The process is supposed to be arduous, messy and methodical, not quick or easily manipulated from the top-down.

They're wanting to make it easier for fewer people to pass legislation, which means someone got butthurt about something or someone has a bill or bills they want done right friggin' now dammit and can't get it done with "everyone" involved.
