One of the rules that always get's me is, "bucks horns outside of the ears only." DCNR regs say horns visible above the hairline. So does Hank that works at the mill and was elected the club president know more about deer management than a biologist for game and fish? And don't hand me that BS that ALFA insurance writes the DCNR regulations to benefit their claims division. That's horsechit. Yes Hank knows more. I can understand having limits on bucks taken. But not every buck that might need to be shot has horns outside the ears. Then Hank gonna fine you. Grown men should be able to use hunter discretion according to the DCNR regs and the club.
