Until 2005 it was considered unethical by the state and most turkey hunters. The way people hunting over corn for deer we’re cheating until the state found a way to make money there.
And since ‘05 it’s been legal and up to the hunters discretion whether or not to use a decoy and that’s just the same as baiting
