The Japanese used to negotiate until demands got rediculous like this. They handled it by agreeing to the terms making the other side feel like they have accomplished something then about 90 days later they would close the facility and move the business elsewhere.

That pretty much describes what they did at Pearl Harbor but it backfired on them when we dropped the bomb.
