If I see one I usually kick the dog with my combat boots and then deliver the 5 finger Death Punch to the owner.
That usually solves the problem, makes me feel a lot better and I go by myself an ice cream cone.

The left lane is for the the purpose of moving the flow of traffic forward regardless of the speed limit. If your impeding the flow of traffic get your ass in the right lane. It's really that simple...
