I made a paste our of Borax and water for a gold cart. It is bright white now. I let it set for 30 minutes. It may hurt it down the road(not sure but doubt it) but it looks new now. Cheap and effective. That's good stuff for mildew. 20 mule team washing powder I think is the name

If you have a Carquest Auto Parts nearby, they have a product called Knockout that will make it look brand new. It comes in a gallon jug for $12.95.
Mix 50/50 with water, spray it on and hit with a pressure washer.

Nautical one mildew remover comes highly recommended on boating forums. I’ve not personally used it, but know some that have with very good results.

My son who owns a ServPro franchise suggested RMR 86. I ordered some and if it gets here tomorrow like it’s supposed to I’ll be able to give you a first hand review. RMR86 is Sodium Hypochlorite with a surfactant. *Also known as Bleach & Dawn dish soap It works

Scotch brite or fine sandpaper is what i would try first in a spot with windex...lightly....to see if that stuff will even come out....

Anything bleach based will eat the threads up. It will work, but down the road, the stitching will start popping loose. If you are selling it, it'll look good. If you are keeping it, you'll be replacing a seat down the road.

Bleach and water is what I use but it does need to 'sit' a few minutes and kept wet. I've never tried oven cleaner on seats but the dollar tree stuff is awesome for greasy/oily stuff and it will clean up the black mold type stuff on outdoor hard surfaces like nobodies bizness. I'll give it a shot on golf cart seats next time.

I tried that overpriced crap on the suggestion of aldeer. I have half a jug left if somebody wants it. Plain ol' bleach and water beat the $hite out of it.
