I agree, hell with this halfway crap. Make baiting legal w/o restrictions or make it illegal. That's how Michigan was. They did put a poundage limit on it after years of people literally dumping tons of sugar beets, apples, corn, and carrots. One of the easiest places to kill a deer I ever hunted. Find bait, follow trails, hunt intersections...
