I have always put them 1) close to water 2) close to bedding 3) easily accessible 4) evenly spaced across the entire property.
Where ever you put them the deer will find them if they need minerals but some soil is better than others. Try to find a spot with more of a clay consistency or a big rotting log/stump if sandy soil is all that is available.
