If I remember correctly, it was due to the design of the system through and around the "less fortunate" neighborhoods. I'm not sure, but I don't think he was saying the it was black drivers but pedestrian deaths. I may be way off.
I think you're correct. However , Buttgig is on the federal level , federal level highways are interstates and pedestrians aren't supposed to be on them. Many highways were built decades ago and the cities and suburbs moved out to them . Road builders don't have crystal balls. He , like others in this administration can spout ridiculous statements and the press never questions it .
