I have several friends that are OLD school hunters out of Scottsboro. Most of them are in their 70s now. When I was on the DU committee back in early 2000s in Etowah co, one guy told me "that is the worst thing you could have done for ducks around here". None of that $30K yall raised at the banquet will ever be seen back in Alabama. Pat was right. All of the monies went to Memphis and was spent in the prairie states, not Alabama. They could hang up for several days since there was an abundance of food on refuges and never had to migrate further South. When Doug Lasher said he was not concerned with spending money in Alabama, I walked off from the committee the next year.

I think the majority of our State Duck Stamp money still goes to the Feds.
Effectively you and I have paid for decades for some dude in South Dakota to have a badass duck hole. That money is unaccounted for once it leaves I would be sure that some of it has gone to WRP. That's NOT public land.
That's been a pet peeve of mine for years. We have plenty of money to give away but went to "moist soil management" on Wheeler decades ago. I said from Day #1 that money should be used in State for habitat improvement up to and including paying a farmer to plant and leave a flooded crop standing. Boat ramps, etc. Why not a boat ramp? Or just gravel for the road at Swine Creek.
Nobody at DCNR cares about a duck hunter. That's been obvious for decades. Super easy administratively to just give it to the Feds. They don't even try.
The biggest issue I have in this State is AL Power does ZERO for waterfowl. They have raped and pillaged our waterways and not even a single management area to their credit. They just want to send the Marine Police after us if we step out of the boat on a AL Power Waterway. That could be the biggest Travesty of all this.
No government employees were harmed in the making of this mess.

I don't believe any company anywhere has gotten a sweetheart deal the equivalent of what the state of AL has given to AL Power.
All the labor of man is for his mouth, and yet the appetite is not filled.
