I pretty much refuse to hunt over anyone's dog...... that way there is no debate or special consideration. It's just a NO.
I might be the biggest dog lover on the planet but don't like hunting over retrievers. We didn't use them coming up my Grandfather always said they were paying us to kill some ducks not watch someone F around with a dog all morning.
No government employees were harmed in the making of this mess.
