You could simply do the shake-n-bake method using black airsoft bb's, a cool whip container or any container with a 5 in the recycle symbol and whatever powder you want to use. The other that i have used is to use some acetone to disolve the powder and shake the bullets in this liquid then bake.

The first shane-n-bake gives a nicer finish but is hard to keep the powder out of hollow points. The acetone method puts a thin coat so you have to do it twice and its not as pretty. I usually water drop after i pull out of the oven to try to keep the bullets hard.
