He’s right that 60 degree will cool faster than 68 degree air. However when you set the control to 60, you are not asking it to give you 60 degree air, you are asking it to cool the space temp to 60 before it cuts off. Just like your home unit.
Bingo. Set it to 60 or 68 on a hot day it will blow the same temperature air out the vents until the desired temperature setting is achieved.
