Yes he is limited out on bucks as for privite land. Resident and Non-Resident are only allowed one buck per season on privite land. No such thing as land owner tags in KY. He can apply for qouta hunt on a WMA or hunt Fort Campbell for an extra buck. Other than he is done buck hunting in KY.
