I was told by a few former officers of what they do: sit tight don't make any sudden moves or reach for anything, put my hands on the steering wheel with my palms up and wait for him/her to come to the window. Let them get a look to make sure everything is cool for them, then proceed. You could then indicate to him your window doesn't work, etc.

I still think it may have been handled better by him. A nice chat with the Sheriff may be in order.
