I imagine it sets there until it is opened up again. Such a waste of someone's money and our resources that will most likely have to be opened up again even if it is by a Democrat. We can not depend on foreign oil forever and one day we will need to use our own oil again.
Yes, I know Canada is a foreign country, but they are generally our allies, not enemies so I still consider it domestic oil for these purposes. The American people benefit from their oil with this project. Besides if we needed to invade them they are right next door so it would be easy to do.
