I noticed the same thing. His eyes are usually very dark but there is a certain bright shine especially in the middle of his right eye.

His constant interruption was a strategic move to keep Biden's handlers from feeding him scripted answers. He knew that strategy would only work one time, so he's got a different strategy for each one.
