if you cant afford $15,to hunt over bait ? then just DONT HUNT OVER BAIT,is that simple enough? No, it's not that simple. Plenty of people who chose not to hunt over bait will be charged with the crime for hunting near bait someone else placed near where they hunt. Charging fees to commit crimes indicates our government is corrupted. That's worse than the crime itself.
