No it isn't. It happens long before the water reaches boiling. Water ability to hold dissolved gas is inversely proportion to the temperature. This is why you boil water, even DI water, if you are doing any very sensitive wet chemical analysis. You want to remove all remove all dissolved gases that may interfere with your analysis.

Okay...heating water drives out dissolved gases such as CO2 and will turn water into steam. Hot water holds less CO2...no sense in splitting hairs.

The NOAA graph doesn't say one way or the other if CO2 causes temperature changes or if the temperature changes causes CO2. It's not as simple as the water gets hot, therefore CO2 leaves the ocean and increase CO2 in the atmosphere. If it were that simple, then warm water would add more CO2 (and water vapor) to the atmosphere, the atmosphere would get warmer, the ocean would get warmer, the even warmer water would release even more CO2 to the atmosphere, and so on.

It's a dang complicated system and mother earth has done a great job of keeping the planet a good temperature for a long long time.
